This report seeks to give a multifacetedview of non-tariff issues facing countries in the East Asiaand Pacific region both vis-a-vis their most importantexport markets as well as intra-regionally. While the firstperspective is important today given the high dependence ofEast Asian and Latin American countries on the markets ofthe EU, the US and Japan, the second is important in thecontext of countries' efforts to bring about evercloser regional integration. A large part of liberalizationefforts have in the past focused on reducing tariff barriersto facilitate the integration of goods markets across theworld and within particular regions. However, countrieswhich were more serious about integration also recognizedearly on the importance of eliminating trade-reducingmeasures other than tariffs, so-called non-tariff measuresor NTMs, which, if not already present, often sprung upprecisely where tariffs were reduced. Country studies whichdraw on firm level surveys and interviews with governmentagencies and exporters' associations in East Asia andLatin America are presented in Part II of this report.
