【 摘 要 】

This paper provides an overview of theprivatization of the Russian coal industry. It reviews thesalient aspects of the Government's privatizationpolicy as it evolved over the years, and looks at thereasons for the successes and the pitfalls encountered alongthe way. Specific procedures and methods of sale aredescribed in detail. A profile of the new owners of theindustry is given, with a look at the implications forcompetition in the industry and at first performanceindicators. As the World Bank has been closely involved inthe support of the Government's coal sectorrestructuring program through provision of financing andpolicy advice, throughout the paper aspects of World Bankadvice are considered.
