【 摘 要 】
This paper presents new and officialsurvey information on bank regulations in 142 countries andmakes comparisons with two earlier surveys. The data do notsuggest that countries have primarily reformed their bankregulations for the better over the last decade. FollowingBasel guidelines many countries strengthened capitalregulations and official supervisory agencies, but existingevidence suggests that these reforms will not improve bankstability or efficiency. While some countries have empoweredprivate monitoring of banks, consistent with the thirdpillar of Basel II, there are many exceptions and reversalsalong this dimension.
