【 摘 要 】
Tajikistan's economy has recoveredstrongly after the collapse of the 1990s, but sustainingrapid economic growth over the long term and reducingpoverty present major challenges for policymakers. Thispaper contributes to the debate over the strategic role forfiscal policy to play in meeting these challenges, utilizingthe "fiscal space" approach to assess thelong-term potential for expanding public provision ofgrowth-promoting goods and services and evaluating thepriorities for public spending. It also analyzes thelong-term risks to fiscal sustainability, from externalpublic debt and the quasi fiscal deficit of the electricitysector. The paper contends that institutional reforms in keyareas, notably public financial management, taxadministration, and the energy sector, are crucial forgenerating fiscal space and for ensuring that higher levelsof public spending are translated into stronger economicgrowth and poverty reduction. The priorities for governmentspending should be education, health, and the maintenance ofthe core networks of the existing infrastructure for energyand transport, rather than new public investment projects.
