【 摘 要 】
During the 1990s Mexico undertook someof the world's most far-reaching reforms of businessregulations. Many factors, including trade liberalizationand firm political commitment, drove this process. Butcritical to its sustained success was the early developmentand then legal strengthening of a regulatory reform agencydedicated to pursuing consumer welfare and ensuring publicscrutiny of regulations. This Note documents theagency's role in creating an environment for improvedbusiness regulation and greater transparency.
