【 摘 要 】
While the 2008 financial crisis isglobal in nature, it is likely to have heterogeneous welfareimpacts within the developing world, with some countries,and some people, more vulnerable than others. It alsothreatens to have lasting impacts for some of thoseaffected, notably through the nutrition and schooling ofchildren in poor families. These features point to the needfor a differentiated social policy response, aiming toprovide rapid income support to those in most need, whilepreserving the key physical and human assets of poor peopleand their communities. The paper points out some mistakes inpast crisis responses and identifies key design features forsafety net programs that can help compensate for the likelywelfare losses in the short-term while also promotinglonger-term recovery.
