【 摘 要 】

This paper summarizes the principalreform commitments that Russia has undertaken as part of itsWorld Trade Organization (WTO) accession negotiations,providing detailed assessments in banking, insurance, andagriculture. The paper assesses the gains to the Russianeconomy from these commitments, based on a summary ofseveral modeling efforts undertaken by the author and hiscolleagues. The author compares Russian commitments withthose of other countries that have recently acceded to theWTO to assess the claim that the demands on Russia areexcessive due to political considerations. He explains whyRussian WTO accession will result in the elimination of theJackson-Vanik Amendment against Russia. Finally, hediscusses the remaining issues in the negotiations and thetime frame for Russian accession as of the fall of 2007.
