Many of the world's mostcontroversial private infrastructure projects originated asunsolicited proposals to governments. This Note explorescritical questions for developing policies to deal withunsolicited proposals. For example, under what conditionsshould governments allow unsolicited proposals? And how canthey add competition and transparency to the process? Acompanion Note reviews the methods used by the governmentsof Chile, the Republic of Korea, the Philippines, and SouthAfrica to transform unsolicited proposals into competitivelytendered projects.
