Consultations in Results-Focused Capacity Development : Reviews of Project Experiences in East Africa Using the Capacity Development and Results Framework
Capacity is often seen to be theprincipal constraint to development, and each year aiddonors spend more than $30 billion globally to address thisissue. However, most capacity development efforts fail toyield satisfactory results. Important deficiencies includelow stakeholder commitment to development goals; weakunderstanding of institutional capacities and how they needto change to support these goals; lack of strategy aroundwhat results to support and how; poor planning of activitiesto support local agents in driving change; inadequateattention to needed adjustments of change processes; and notlearning from previous successes and mistakes. Thesedeficiencies necessitate fundamental changes in how capacitydevelopment is defined and practiced. Capacity developmentmeans enhancing the ability of local leaders, groups andcoalitions to effect institutional change. It entailsunderstanding both the demand and supply sides of thedevelopment process. WBI worked with local partners toreview and document the projects. Through the participatoryreviews, WBI learned how to better work with local partnersin supporting efforts to apply results-focused approaches.The local partners learned how the application ofresults-focused tools, locally adapted to their context,could help a project achieve the most needed results.Development practitioners and local partners can apply thelessons learned from these reviews to help improve thedesign and implementation of their own capacity development programs.
