The International Comparison Program (ICP) isa worldwide statistical initiative—the largest ingeographical scope, in implementation timeframe, and in institutional partnership. It estimatespurchasing power parities (PPPs) for useas currency converters to compare the size andprice levels of economies around the world.Numerous methodologicalimprovements and operational guidelines wereintroduced in the 2011 round of the ICP for theadvancement of the program.The Operational Guidelines and Procedures forMeasuring the Real Size of the World Economy is acompilation of ICP operational guidelines andmaterial prepared by the ICP 2011 Global Officeteam, consultants, and international experts.It describes the approach to and data requirementsfor the main price survey and specialsurveys, including the various guidelines producedand survey forms. It also covers theframework and requirements for nationalaccounts activities for the ICP. In addition, thisguide describes the procedures followed fordata validation, computation of national annualaverages, calculation of PPPs, aggregation, andlinking.Disclosure of the procedures underlyingthe ICP 2011 process heightens the transparencyof the program and allows interestedstakeholders and users of the results to delveinto the ICP methods and operational aspects inorder to better understand and interpret theresults.
