The Pacific region is in the midst of aninformation and communications technology (ICT) revolutionin which small island countries are increasingly connectedto the global economy. The regions improving internetconnectivity presents an opportunity for Pacific Islandcountries (PICs) to overcome their inherent limitations, andhelp address the long-standing issues of employment andincome generation, which is vital to accelerate progresstowards ending poverty and creating an inclusive society.The PICs possess unique vulnerabilities that make addressingpoverty and development challenges particularly difficultand complex. The purpose of this study is to examine thefeasibility of leveraging ICT to help generate jobopportunities in the PICs. This is because of the positiveexperiences that several countries, including small islandeconomies, have had in generating new types of employmentopportunities. The study’s main focus is on cities and urbanareas, given the still low availability of internetinfrastructure and services in rural and remote areas andislands in the Pacific region. The study focusesspecifically on the information technology (IT) - enabledglobal outsourcing services (GOS) industry. ICT coversdiverse subsectors that include telecommunications and IThardware and software.
