【 摘 要 】
This paper uses a randomized informationintervention to shed light on whether poor understanding ofsocial insurance, both the process of enrolling and costsand benefits, drives the relatively low rates ofparticipation in urban health insurance and pension programsamong China's rural-urban migrants. Among workerswithout a contract, the information intervention has astrong positive effect on participation in health insuranceand, among younger age groups, in pension programs. Migrantsare responsive to price: in cities where the premiums arelow relative to earnings, information induces healthinsurance participation, while declines are observed incities with high relative premiums.
