The Case for Investment in Nutrition in Senegal : Analysis and Perspective - 15 Years of Experience in the Development of Nutrition Policy in Senegal

【 摘 要 】

Senegal is among the few countries inSub-Saharan Africa that have succeeded in improving theirpopulation’s nutritional status in recent decades. Theprevalence of key nutrition indicators, such as theproportion of children stunted, wasted, and underweight, islower than that in most other countries in the region, andeven among the poorest segments of the population. Progressagainst malnutrition achieved over time notwithstanding,reversals in global funding for nutrition in Senegal neglectthe still-too-high prevalence of child stunting, wasting,and micronutrient deficiencies, as well as the persistentprevalence of under- and overweight and anemia among women.Nutrition in early childhood has been deemed by the globalcommunity to be a key determinant of both labor productivityand economic growth. For Senegal, which has arguably enteredits nutrition transition and which is embarking on a new,multi-sectoral approach to tackle the double and tripleburdens of malnutrition, there is no better time to ramp upnutrition investment. This investment case outlines futuredirections in nutrition for Senegal on the basis of the planstratégique multisectoriel de la nutrition (PSMN) andsynthesizes a series of eight reports prepared for thepurpose of understanding the country’s progress to date,while highlighting remaining gaps in funding andimplementation for nutrition. The first section presents thedevelopmental and economic rationales for investing innutrition, including a review of Senegal’s unique politicalclimate, which lends itself to the development of new,unconventional policies. The second section draws from asituation analysis, a political economy study, and aninstitutional performance assessment to describe ongoingbarriers to good nutrition in Senegal, while the thirdsection presents solutions on how to overcome them, inalignment with the PSMN. The fourth section presents thefinancial requirements for these activities, which are basedon a calculation of sector-specific financial needs costedduring the development of the PSMN, secured fundingidentified in the financing analysis study, and the costs ofscaling up to 90 percent coverage as calculated in theeconomic analysis report.
