【 摘 要 】
Embedding management and operationalpractices survey in a broader firm capabilities survey, thisreport finds that: (i) relative to the rest of Croatia, anaverage firm in the lagging region of the country (EasternCroatia) is only slightly behind in the adoption ofstructured management practices. Nevertheless, overall,Croatia is farther from a frontier economy such as theUnited States. (ii) There is wide heterogeneity in adoptionof management practices in the country, such that a largeshare of firms in the lagging region are badly managedrelative to those in the rest of the country. (iii) Bettermanaged firms in all regions, including Eastern Croatia,show superior firm performance. What drives bettermanagement? Global linkages matter for firms in othercountries and in all regions of Croatia except the laggingregion. Unlike other countries, firms in Croatia do notupgrade management quality as they age, perhaps due to lackof pro-competitive forces. This report recommends focusingon policies that improve allocative efficiency in the regionand help firms establish global linkages, and more directintervention for improving the management quality of firms.
