The scope of the present study focuseson the assessment of opportunities to improve theeffectiveness of the clean development mechanism (CDM)through the enhanced use of standardization. The studyargues that the introduction of the concept of standardizedbaselines to the CDM can substantially change the way theCDM develops. The goal of the present study is to discusswhat the options are for driving the idea of standardizationfurther. The working hypothesis is that baselinestandardization alone may not be sufficient in that regardbut can be seen as a starting point for improving the CDMthrough the enhanced use of standardization at other levelsof CDM procedures. The study examines how standardizationcan be used to simplify CDM procedures throughout theproject cycle and to extend the scope of the CDM in a waythat improves access of underrepresented sectors andregions. The paper is divided into three chapters. The firstchapter sets the scene by analyzing in detail proceduralimperfections of the CDM that can be addressed throughextending standardization to project cycle procedures. Thesecond chapter discusses new opportunities thatstandardization could provide to the CDM reform. The thirdchapter of the study analyzes if and how standardization canenable policy-driven actions to generate carbon creditsunder the CDM. The chapter also assesses the waysstandardization can help overcome the remaining barriers tobetter incorporate the CDM in host countrieslow carbondevelopment policies, and to inform the development of newmarket mechanisms.
