The plan nacer program was designed bythe Argentine ministry of health to provide health coverageto uninsured women during their pregnancies and for anadditional 45 days after giving birth, as well as tochildren under the age of six. In doing so, it focuses onthe most vulnerable populations, addressing a basic inequityin health care. In addition, the program includes three maindistinctive features: an explicit menu of health benefits,disbursements linked to achieving agreed-upon targets ofenrollment and health results, and audits conducted by anindependent external firm to corroborate service deliveryand quality. The plan is an innovative way to strengthenhealth systems. Rather than simply funding more facilitiesand inputs or adjusting existing insurance mechanismsneither of which have been successful in dealing with thehealth problems of the poor, the Argentine ministry ofhealth realized that improvements to quality and coverage ofhealth services for the uninsured would require drasticoperational changes. To do so, it decided to introduceperformance incentives at all levels and to focus on results.
