【 摘 要 】
The effectiveness of a demand-drivenvocational-training program for disadvantaged youth inUlaanbaatar, the capital city of Mongolia is assessedthrough a randomized controlled trial. Mongolia, atransitional country whose economic structure shifted from aCommunist, centrally planned economy to a free-marketeconomy over a relatively short period, offers a new settingin which to test the effectiveness of market-basedactive-labor-market policies. Results show short-termpositive impacts on self-employment and skills match, whilepositive but uncertain effects emerge for employment andearnings. Substantial heterogeneity emerges as relativelyolder, richer, and better-educated individuals drive thesepositive effects. A second intervention, in whichparticipants were randomly assigned to receive newsletterswith information on market returns to vocational training,shows statistically meaningful effects on the length ofexposure to the program (i.e., number of training daysattended). These positive impacts, however, do not lead tohigher employment or greater earnings.
