The overview over the next pagessummarizes key themes and findings from on-going technicalassistance provided to the Kenyan water sector by the Waterand Sanitation Program (WSP) of the World Bank’s WaterGlobal Practice. Kenya’s new Constitution (Constitution ofKenya 2010) came into effect in 2013, declaring water supplyand sanitation services a basic right and devolving keywater and sanitation functions to the county level. Keylegislation, including the County Government Act of 2012 andthe Urban Areas and Cities Act of 2011, have provided theframework for far reaching changes. As these changes tookshape before and after the new constitution came intoeffect, WSP’s TA programs have been providing specificadvice at the national level1 to align the sector’s legaland institutional frameworks to the new decentralizedconstitution. The engagement and support to counties toadopt the new frameworks has been stepped up substantiallysince mid-2013. This is evidenced by the progress of thetransition process under the Transition Authority andCommission for the Implementation of the Constitution. Thisnote seeks to briefly highlight priorities and practicalsuggestions to pursue those priorities in order to supportcounties as they navigate the process of devolution.
