Conflict-induced forced displacement isreceiving increased interest within the internationalcommunity. However, establishing an accurate picture of itsscale and dynamics is extremely challenging. Large amountsof data on forced displacement are collected anddisseminated each year and used to inform policy andprogramming by humanitarian and development actors. However,not all of these data are credible or complete, and thereare significant gaps in the data required for longer-termdevelopment planning. This paper reviews the various sourcesof data on forced displacement and assesses how these can beimproved to enable more effective analysis and assistance bydevelopment actors. At an aggregate level, the headlinefigure of 65 million forcibly displaced persons is anestimate, and the data on internally displaced persons arethe least robust. There are also several significant gaps indata collection for those populations that are of concern todevelopment actors, especially returnees, as well thesubstantial number of people living in displacement-affectedhost communities. In addition, there is little comprehensivedata available on the socioeconomic vulnerabilities andneeds of displaced populations, or on the social andeconomic impacts of displacement on host countries andcommunities. Significant efforts are needed to enhance thereliability, comparability, quality, and scope of data onforced displacement in general, and address the gaps in thedata required for long-term development planning.
