【 摘 要 】
The Government of Rwanda has introducedseveral reforms since 2009 that have significantly improvedthe domestic business environment. One of the reforms is theone-stop shop for business registration. Making use of newlyavailable administrative data sources such as tax andcompany registrations records, this paper sheds light on theeffects of the introduction of the one-stop shop on companyregistrations, taxes, employment, and exports between 2008and 2012. The paper finds sizable benefits to Rwandasefforts, which are mostly driven by the registration oflarge and mid-sized companies, with a limited contributionfrom small and micro-sized ones. The use of a newlyavailable data source highlights the potential uses ofgrowing bodies of administrative data and their possible shortfalls.
