【 摘 要 】
The 2015 United Nations resolution onFinancing for Development stresses the importance ofeffective resource mobilization and use of domesticresources to pursue sustainable development. The firstSustainable Development Goal is to eradicate extreme povertyfor all people everywhere by 2030. This paper proposes anaccounting exercise to assess whether it is feasible forcountries to eliminate poverty using only domesticresources, in other words, by mere redistribution. Moreover,the paper argues that the concentration of resources in thehands of fewer individuals in the society may hinder thefeasibility of implementing effective fiscal policies (fromthe revenue side and the social spending side) to reducepoverty. The paper provides a new tool to assess thecapacity of countries to eliminate poverty throughredistribution, and a new tool to approximate theconcentration of political influence in a country. The newmethodologies are applied to the most recent surveysavailable for more than 120 developing countries. Thefindings show that countries with the same fiscal capacityto mobilize resources for poverty eradication differ widelyin the political feasibility of such redistribution policies.
