【 摘 要 】

Over the past decade, there has beenincreased interest in improving business regulations, inpart because of the increased availability of data that caninform and monitor those improvements. This paper analyzeswhether these regulatory changes are linked to economicoutcomes. With panel data for 10 years across more than 180countries, the paper establishes the link between businessregulations, firm creation, and growth. It is found that animprovement of 10 points in the overall measure of businessregulations is linked to an increase of around 0.5 newbusinesses per 1,000 adults. Moreover, the results show thatalthough small changes in the overall level of businessregulations may have a negligible link to growth, movingfrom the lowest quartile of improvement in businessregulations to the highest quartile is associated with asignificant increase in annual per capita growth of around0.8 percentage points. In addition, the results highlightthe importance of sound entry and exit regulations and soundcredit market regulations and court enforcement for growth.
