The United Nations Statistics Division(UNSD) defines civil registration as the continuous,permanent, compulsory and universal recording of theoccurrence and characteristics of vital events pertaining tothe population, as provided through decree or regulation inaccordance with the legal requirements in each country.Civil registration is the best source of vital statisticssince it constitutes the collection of statistics on vitalevents in a lifetime of a person as well as relevantcharacteristics of the events themselves and of the personand persons concerned. A well-functioning Civil registrationand vital statistics (CRVS) system can significantly improvegovernance at national and subnational levels and canprovide legal and protective advantages to individuals.CRVS system also has statistical advantages over censusesand sample surveys because it provides reliabledisaggregated data at any geographical or administrativelevel, at a relatively low cost. To monitor and measureprogress, the Inter-Agency and Expert Group on SustainableDevelopment Goal Indicators (IAEG-SDGs) was tasked withdeveloping a global indicator framework. In addition todirectly measuring the development and improvement of CRVS,data from complete and accurate CRVS systems can alsoprovide information used to monitor other targets andindicators. CRVS systems in countries also play an importantrole in effecting progress in other SDG targets and indicators.
