【 摘 要 】

The purpose of this review is to canvaspolicies and, to the extent possible, practices of majormultilateral and bilateral development agencies, aimed atincluding disability in development. Development thatincludes disability, as referenced in this review, isunderstood as development in which persons with disabilitiesparticipate as both actors and beneficiaries. It can beachieved by disability specific initiatives, by addingdisability-specific components to development programs, byfully inclusive programming, designed to include disabilityconcerns into all development processes, or by a combinationof these approaches. While this review does not claim to beexhaustive, it does attempt to provide as comprehensive aspossible an overview of policies and practices on disabilityand development (D&D), both within and among the UnitedNations (UN) system, and among major bilateral developmentagencies. It should be noted that this is a dynamic issueand thus many development agencies are either in the processof crafting new disability policies or strategies or arecurrently reviewing their existing approaches with a view tomodifying or amending them. Section two of this reportreviews the international legal and policy frameworkpertinent to the consideration of D&D with particularattention to the Convention on the Rights of Persons withDisabilities (CRPD) and Millennium Development Goals (MDGs).Section three reviews multilateral agencies and structures,particularly those within the UN system, and reviews theirexisting policies and/or practices related to D&D.Section four includes coverage of regional structuressupporting the inclusion of disability in development.Section five identifies bilateral development agencies that,either as matter of written policy or as evidenced throughpractice, have taken steps to design and implement programsand practices that are inclusive of disability. Section sixprovides conclusions.
