This paper is a synthesis of thefindings of reports that look at the drivers of performancein energy and water utilities in Sub-Saharan Africa. Thispaper also provides other insights on issues that complementthe findings of these reports. Additional data and evidencewere harvested from the analysis of water and electricityutilities in all three reports, which enabled a broaderperspective on the sector wide variables impactingperformance, beyond internal variables for specificutilities. The two water studies provide guidance on how toprovide good quality services to customers, including thepoor. In contrast, because of data constraints, the energystudy was limited to a narrower but deeper assessment ofoperational performance in Burkina Faso, Côte d’Ivoire,Kenya, Senegal, and Uganda. The reports fill a gap in theliterature of the utilities’ performance in Sub-SaharanAfrica and expand on the determinants for performance,identify the traditional and nontraditional mechanisms forreaching the poor, and highlight the critical elements forturning bad-performing utilities around.While the threebackground reports provide a significant step ahead (as theyserve mainly as a mirror for performance assessment at thecountry and utility level), the reports also aimed atproviding direction in the region for sector-wide improvement.
