【 摘 要 】
Regulatory frameworks on logisticsregulations are often opaque, especially in developingcountries, because of the complex nature of logisticsservices. World Bank client countries have faced difficultyfinding the issues that hinder them from improving logisticscompetence. Therefore, it is beneficial to understand howthe logistics service industry is regulated and what shouldbe addressed in building the regulatory framework to improvelogistics competence. This note proposes questions to beaddressed for beneficial regulations by reviewing existinglogistics service regulations in 14 countries, particularlyregulations for the freight forwarding industry. Thesequestions will help in assessing a regulatory framework andidentifying regulatory weaknesses. This note suggests thatthe regulatory framework should take into considerationnational recognition of freight forwarding business, aninstitutional arrangement with clear division ofresponsibility among stakeholders, and streamlined butflexible regulations adapted to the country context.
