【 摘 要 】
This paper informs the national andinternational policy discussions related to the adoption ofthe United Nations Reducing Emissions from Deforestation andForest Degradation Programme. Effective program instrumentsmust carefully consider incentives, opportunity costs, andcommunity interactions. A choice experiment survey wasapplied to rural Ethiopian communities to understandrespondents’ preferences toward the institutional structureof the program contracts. The results show that respondentshave particular preferences about how Reducing Emissionsfrom Deforestation and Forest Degradation programs arestructured with regard to the manner in which the paymentsare divided between the households and the communities, therestrictions on using grazing land, and the level ofpayments received for the program. Surprisingly,restrictions on firewood collection do not significantlyimpact contract choice. The paper further analyzes thestructure of the preferences by using attribute interactionterms and socio-demographic interaction terms. The analysisfinds significant regional variation in preferences,indicating that Reducing Emissions from Deforestation andForest Degradation should be tailored to specific regions.Finally, the marginal willingness to pay for attributes iscalculated using the traditional preference space approach,as well as the more recent willingness-to-pay approach.
