This paper develops a framework toassess organizational performance in the delivery of socialsafety nets. Specifically, it provides guidance to taskteams and program managers for identifying indicators ofgovernance and service quality in targeted cash transferprograms. The paper identifies governance issues along theresults chain of service delivery and suggests policy andperformance indicators for assessing program inputs, humanresources, financing and resource management; and programactivities, operational procedures, Management InformationSystems (MIS) and control. It also suggests indicators oforganizational performance and the quality of outputs,including demand-side accountability mechanisms.
