Governance is a major challenge toCameroons development. Weak governance affects most economictransactions and hampers delivery and quality of services.Based on Cameroon’s development strategy (as expressed inthe 2035 vision and the 2009 growth and employmentstrategy), the objective of the World Bank 2010-2014 CountryAssistance Strategy (CAS) is to boost inclusive growth,through increased competitiveness and improved servicedelivery. Governance is a cross-cutting theme in the CAS andfor World Bank operations. To support the governance agendain Cameroon, the World Bank has mobilized funds through themulti-donor Governance Partnership Facility (GPF) for theBanking on Change Governance Program in Cameroon (hereafterthe ‘Governance Program’), which became active in March2010. The objective of the GPF-funded Governance Program isto increase transparency, accountability, and participationrelated to key governance issues in selected sectors inCameroon. This report describes output, lessons, andconclusions from the GDM component. GDM’s main output, theDevelopment Marketplace (DM), is described in detail andresults and lessons learned are described for both the DMand the GDM as a whole. Other activities under the GDMinclude a large knowledge sharing event, support to aSouth-South exchange and seven DM finale debates. Sourcesfor the report include written material (e.g. CatholicRelief Services’ (CRS) evaluation report of GDM, summariesof financed activities, feature stories, GDM Finale eventguide) and interviews with GDM participants and World Bank staff.
