Growth is an important channel forpoverty reduction. Policies to make growth more"inclusive" have permeated the development debateand "pro-poor growth" has been the subject of awide range of papers in the literature, including issuesrelated to measurement, modeling, and policy. However, theanalytical and particularly empirical literature to supportthe idea that equity-enhancing policies have a positiveeffect on growth is more scarce and limited, especially onthe potential policy links. This paper proposes a simpleconceptual framework to identify the main elements thatcontribute to the income generation of households, buildingon the notion that growth can be seen partly as theaggregate outcome of the income generation capacity ofhouseholds. The framework relies on an asset-based approach,and offers insights on how a more equitable distribution ofassets and opportunities for their productive use can feedback into higher growth in the long term. Using thisframework, the paper links the World Bank's twin goalsto specific policy channels that have direct impacts on theincome generation capacity of households, with a particularfocus on households at the bottom of the incomedistribution. The four key policy channels include (i)implementing equitable, efficient and sustainable fiscalpolicy and macroeconomic management, (ii) strengthening fairand transparent institutions capable of delivering qualitybasic services, (iii) enabling well-functioning markets, and(iv) establishing adequate risk management instruments atthe macro and household levels.
