【 摘 要 】
This paper presents recent trends ingovernment and foreign bank ownership across countries andsummarizes the evidence regarding the implications of bankownership structure for bank performance and competition,financial stability, and access to finance. The evidencereviewed suggests that foreign-owned banks tend to be moreefficient than domestic banks in developing countries,promote competition in host banking sectors, and helpstabilize credit when host countries face idiosyncraticshocks. But there are trade-offs, since foreign-owned bankscan also transmit external shocks and might not alwayscontribute to expanding access to credit. The record on theimpact of government bank ownership suggests few benefits,especially for developing countries.
