Manycountriesareintheprocessoftransitioningfromprimarilypaper-­‐basedadministrativesystemstodigitalsystemsthroughtheapplicationofinformationandcommunicationtechnology(ICTs)aspartofe-­‐Governmentinitiatives.Thoughmuchhasbeenwrittenaboutthepositivepoweroftechnologyandinformationtosupportgreatertransparencyandaccountabilityand,byextension,development,thispaperdiscussesliteraturerelatingtotheunintendedconsequencesanddownsiderisksfortransparencyandaccountabilityassociatedwiththewayrecordedinformationisproducedandmanagedindigitallyenableddevelopingcountrypublicsectorcontexts.Theimplicationsoftheserisksforimplementationofrighttoinformationlawsisdiscussed,andacallismadeforfurtherresearchandgreaterattentiontotheeffectsofICTuseinthepublicsector,especiallyinregardtoeffectsupontheoperationoftransparencyandaccountabilitymechanisms.
