【 摘 要 】

This paper presents evidence onimplementation of the World Bank Group and Financial SectorReform and Strengthening Initiative "Principles forPublic Credit Guarantee Schemes for Small and MediumEnterprises". The evidence is based on aself-assessment of 60 schemes in 54 countries. Overall, theresults show a fairly decent level of implementation of thePrinciples, especially in the areas of legal and regulatoryframework, mandate and eligibility rules, and claimmanagement process. The results also show several gaps wherereform and actions may be warranted, namely identificationand accountability of funding sources, corporate governanceand risk management, prudential regulatory recognition ofguarantees, program/product calibration, and reporting and disclosure.
