【 摘 要 】
Infrastructure development is criticalto delivering growth, reducing poverty, and addressingbroader development goals. This paper surveys the literatureon the linkages between infrastructure investment andeconomic growth, discusses the role of infrastructure inparticipation in global value chains and supporting economicupgrades, highlights the challenges that the least developedcountries face, and provides policy recommendations. Itsuggests that addressing the bottlenecks in infrastructureis a necessary condition to provide a window of opportunityfor an economy to develop following its comparativeadvantage. With the right conditions, good infrastructurecan support an economy, particularly a less developedeconomy, to reap the benefits of participation in globalvalue chains to upgrade the economic structure.
