In fragile states and areas beset byinsecurity and conflict, the time available for aface-to-face interview is typically limited. That preventsadministering the lengthy household consumption expendituresurveys used for measuring poverty. This paper presents anew approach to obtain unbiased estimates of poverty whenthe time to conduct interviews is a binding constraint. Thefinite list of consumption recall items is partitionedselectively into a core module and algorithmically intononoverlapping optional modules.Each household issystematically assigned the core module and randomlyassigned one of the optional modules. Multiple imputationtechniques are then used to estimate total householdconsumption.Based on ex post simulations, the approach isdemonstrated to yield reliable estimates of per capitaconsumption and poverty using data from a regular householdbudget survey collected in Hargeisa, Somaliland. Theapproach is then applied to a survey conducted in Mogadishuwhere interview time could not exceed 60 minutes.
