【 摘 要 】
This paper evaluates a program targetedto adolescent girls in Tanzania that aims to empower themeconomically as well as socially. The program was found tobe highly successful in Uganda in terms of economic, health,and social outcomes. In contrast, this evaluation finds thatthe program did not have any notable effect on most of theseoutcomes in the Tanzanian setting. The evaluation alsomeasures the impact of the program with and withoutmicrocredit services. The findings show that the addition ofmicrocredit improves the take-up of the program and savingsof the participants. The paper explores programmaticimplementation information that helps explain the markeddifference in outcomes between Uganda and Tanzania. Thisresearch shows that layering additional microfinanceservices onto an adolescent development program can be aneffective tool to attain greater inclusion of youth infinancial services, and brings out important issues of thegeneralizability of the research findings.
