【 摘 要 】

This study investigates the impact ofWorld Bank development policy loans on the ease of doingbusiness. It finds that the cumulative number of developmentpolicy loans enhances business climate, especially for lessdeveloped countries and when combined with an InternationalMonetary Fund assistance program. The results are robust toseveral specifications and sample restrictions, andcontrolling for possible endogeneity. When the cumulativenumber of loans and their cumulative value are included inthe regression, the value is no longer significant. Thisfinding suggests that overall engagement with the World Bankis more relevant than the amount of resources invested inthe project.
