【 摘 要 】
This paper shows that the creation of anindependent regulatory agency is often not a necessary orsufficient condition to help attract private participationin the operation and financing of the water and sanitationsector in developing countries. However, the odds of animpact are significantly higher for Latin American andCaribbean countries and, to a lesser extent, EasternEuropean countries, than for any other region. Higher incomelevels and higher prices are also correlated with highereffectiveness of independent regulatory agencies inattracting private sector financing.Analysis of the impacton various types of public-private partnership contractsshows that, at the margin, independent regulatory agenciesare irrelevant in general, for the contract choice, exceptfor greenfield projects, for which such agencies may becounterproductive at the margin.
