Many ex ante measures taken to reducedisaster risk can deliver co-benefits that are not dependenton disasters occurring. In fact, building resilience toclimate extremes and disasters can achieve multipleobjectives. These are secondary to the main objective ofdisaster risk management of avoiding disaster losses, butidentifying and measuring additional co-benefits can enhancethe attractiveness of disaster risk management investments.Co-benefits are often economic, such as investment in damsor irrigation to reduce drought risk generating greaterproductivity; but they can also include significantenvironmental and social benefits. This paper identifiessome of the potential categories of co-benefits associatedwith disaster risk management investments, expanding ontypologies created by agencies seeking to promote social andenvironmental safeguarding in their work. The paper looks atprevious studies on disaster risk management whereco-benefits are mentioned but not explored in any detail.The paper examines two new case studies where environmentaland socioeconomic co-benefits were uncovered in anirrigation project to reduce drought risk, and an urbanflood risk management project, in Jamaica and Mexico,respectively. This review points to several challenges intraditional cost-benefit analysis techniques and putsforward alternative approaches to identify environmental andsocioeconomic co-benefits when planning disaster riskmanagement investments. The authors argue that acomprehensive disaster risk management co-benefits frameworkis needed that includes and categorizes all potentialpositive environmental and socioeconomic impacts.Co-benefits research focused on revisiting existing casesand developing new case studies could play an important rolein this regard.
