【 摘 要 】
This paper compares redistributionthrough trade restrictions versus domestic lump-sumtransfers. When preferences are non-homothetic, evendomestic lump-sum transfers affect relative prices. Thus,contrary to the conventional wisdom, domestic lump-sumtransfers are not necessarily superior to distortionarytrade policy. The paper develops this argument in thecontext of the food export bans imposed by many developingcountries in the late 2000s.
