Russia's science and technology diasporais too visible and successful to evade attention from home.However, the public debate in Russia so far has been focusedalmost exclusively on return migration and on sciencediaspora, rather than on successful techno-entrepreneurs.The primary objective of the current Chapter is to help torefocus the debate onbrain circulationfacilitation ofbusiness links between high-tech entrepreneurs in diasporaand in home, and for this reason to understand better thecurrent demand in Diaspora for stronger contacts of thiskind, as well as identify the existing barriers that hampersuch cross-border business contacts. Another objective ofour analysis is to identify a number of success stories andkey people behind such successes -- so-called overachieversin the diaspora (successful individuals inthe position to share their professional success with thebusiness community in the home country). These people maybecome a core of future diaspora networks that could beinstrumental in upgrading the nature of Russia-diasporacooperation. As experience of other countries suggests, suchnetworks have a potential for supporting various Russia sinitiatives in the area of innovation policy, includingpromotion of early stage venture capital, innovationstart-ups and spin-offs.
