Beneficiaries of the ongoing safety netprogram Burkin-Naong-Saya in Burkina Faso are selected basedon a multi-step targeting strategy. One part of thisstrategy is Proxy Means Testing (PMT). The current PMTmethod, however, was developed using outdated 2009 data.This study uses a new, nationally representative householdsurvey conducted in 2014 to evaluate the efficiency ofupdated PMT models. The findings are three-fold. First, asingle national PMT model is preferable tourban/rural-specific models. Second, while the updatednational model performs better than the old model inselecting the poorest urban households, it does not performas well as the 2009 model in rural areas. Since rural areasare the current focus of the intervention, the PMT formulashould not be changed. Third, parsimonious PMT models usingonly variables from HEA questionnaires are almost asefficient as models that use a much larger number ofvariables. This allows for PMT targeting based on HEA data,without the need for prior PMT data collection.
