【 摘 要 】

This paper analyzes the political andinstitutional factors which are behind the dramatic changesin distortions to agricultural incentives in the transitioncountries in East Asia, Central Asia, and the rest of theformer Soviet Union, and in Central and Eastern Europe. Thepaper explains why these changes have occurred and why thereare large differences among transition countries in theextent and the nature of the remaining distortions.
