The objective of social protectionpolicies is to help families, individuals and communitieswith the prevention and mitigation of social and economicrisks. Social protection policies are a range of publicinterventions to support the poor and vulnerable, and assistfamilies, individuals and communities to better managesocial and economic risks. The objective of this paper is toassess the effectiveness of the Kyrgyz social safety net inprotecting the poor using data from the 2008 KyrgyzIntegrated Household Survey (KIHS). The analysis focuses onnon-contributory social benefits targeted to poor andvulnerable households. The next section provides an overviewof the current system of social benefits and recent reforms.Section three presents the results of the empiricalanalysis, focusing on coverage, distribution, adequacy andimpact of the current non-contributory social transfers.Section four discusses the potential impact of the reformand further challenges.
