Thailand's national initiative onICT usage in schools was launched in 1995 by thecountry's National Electronics and Computer TechnologyCenter (NECTEC) under the pilot project known as theThailand School Communication Network (more commonlyreferred to as 'SchoolNet').The main objectivesof SchoolNet were to network schools inside and outsideBangkok; to connect them to the Internet; and to promote theuse of the Internet for teaching and learning in schools.After operating for eight years, the project was transferredfrom NECTEC to the Ministry of Education (MOE) and served asthe foundation for the country's national educationalnetwork. Experience from SchoolNet Thailand provides usefullessons related to what can be achieved by small groups withvision and passion; how to operate without dedicated budgetallocations from government in the start-up phase; theimportant role of support from widely respected andinfluential people outside the particular line ministries instarting something new; how to transition from a small anddynamic pilot initiative into a large governmentbureaucracy; and the importance of cooperation among relatedagencies across ministries.
