【 摘 要 】
This paper estimates private and socialreturns to investment in education in Turkey, using the 2017Household Labor Force Survey and alternative methodologies.The analysis uses the 1997 education reform of increasingcompulsory education by three years as an instrument. Thisresults in a private rate of return on the order of 16percent for higher education and a social return of 10percent. Using the number of children younger than age 15 inthe household as an exclusion restriction, the analysisfinds that returns to education for females are higher thanthose for males. Contrary to many findings in othercountries, private returns to those working in the publicsector are higher than those in the private sector, andprivate returns to those who followed the vocational trackin secondary education are higher than those in the generalacademic track. The paper discusses the policy implicationsof the findings.
