The Arab region faces a growingrealization that development paths of the past are no longercapable of achieving national objectives. The problem ofinsufficient job creation in the Arab region is mounting,and without fundamental transitions in the Arab economieswhich ensure greater and sustainable job creation, theemployment challenge will worsen rapidly and dramatically.The authors will articulate the broad course of actionneeded in the Arab economies. First, in Section II theauthors describe the development challenges facing the Arabworld, in particular, the challenge of employment creation.In Section III, the authors examine the constraints of theold development model in the region in terms of meetingthese development challenges. Section IV proposes a set oftransitions that constitute the contours of a newdevelopment model. Section V outlines the fundamentalchanges needed for making this transition, includingimproved governance, higher quality education and greatergender equality. The concluding section VI makes a fewobservations about the feasibility and issues of implementation.
