The focus of the Report ReconcilingCarbon pricing and Energy Policies in Developing Countriesis how the objective of reducing emissions can be pursuedalongside the priorities reflected in the energy policies ofdeveloping countries. The Report for Practitionerssummarizes the Report’s main findings 4 and is split intothree parts: part one examines interactions between climateand energy policies and related challenges andopportunities; some interactions are positive, some arenegative. Part two focuses on the potential conflictsbetween carbon pricing on existing energy policyinstruments, and the way to reconcile them throughadjustments to either carbon pricing or energy policyinstruments;part three outlines the options for ensuringthe full integration of carbon and energy policies andinstruments to accelerate low-carbon development; andFinally, the conclusion includes a practical Roadmap forclimate and energy practitioners, which translates theReport’s main findings into to a set of actionable guidingprinciples. By providing a practical guidance to thepractitioners, the Roadmap is expected to further facilitatethe reconciliation of carbon pricing and energy policy andultimately ensure their effective implementation.
