【 摘 要 】

Energy is at the forefront of thedevelopment agenda. Recognizing energy's vital role indevelopment and prosperity, the world has committed toSustainable Development Goal 7 to "Ensure access toaffordable, reliable, sustainable and modern energy forall" as one of 17 goals for 2030, as well as todramatically increase energy efficiency and the use ofrenewable energy. The historic climate change agreement inParis in 2015 also draws attention to the essential scale-upof clean energy to attain a 2 degrees C world, with energyfeaturing prominently in many countries' NationallyDetermined Contributions. Achieving these global energygoals calls for more than a trillion dollars of investmentannually.Reaching the 2030 targets set by SustainableEnergy for All (SEforALL) - universal access to electricityand clean cooking fuels, doubling the rate of improvement ofenergy efficiency, and doubling the share of renewableenergy - requires an unprecedented scale-up of both publicand private finance. Investment in sustainable energy isaffected by many factors, including market size, countryrisk, and financial markets, to name but a few. But acountry's policies and regulations also matter, andthey are directly under the control of government. Thisreport—based on a new and comprehensive global policyscorecard called Regulatory Indicators for SustainableEnergy (RISE) - answers two important questions. Arepolicymakers around the world truly rising to the challengeposed by the new global sustainable energy agenda? Where isfurther action most critically needed?
