【 摘 要 】

This report, composed of two separatethemes of Digital Government Readiness Assessment (DGRA) andOpen Data Readiness Assessment (ODRA), is intended to helpgovernment assess their digital environments and frame theirown strategies.In order to assess the potential for aDigital Enabling Government Initiative (DEGI) for Vietnam,this report compiles two chapters of aforementioned DGRA andODRA. Specifically, it assesses potential opportunities andchallenges of improving digital government and open datainitiatives in the country. Although DGRA and ODRA are twoseparate assessments with different dimensions evaluated,they take a similar methodological approach from a broaderpoint of view, starting with the desk research and laterexpanding to scoping mission. Therefore, both chapters ofDGRA and ODRA are similar in format but outlined inrespective assessment dimension and individual indicators.Since its onset in the fall of 2017, intensive desk researchwas conducted, and a field mission was carried out toconfirm preliminary findings and uncover additional insightduring a specific period in time, which means that duringthe course of analysis and writing additional developmentscould have been made. This is similar to the United Nationsglobal e-government development report, which assessesprogress during a “snapshot” in time.DGRA, the first part ofthe report, aims to evaluate Vietnam’s current potential fordigital government development across seven key dimensionsof leadership and governance; user focus; business processchange; capabilities; culture and skills; sharedinfrastructure; data driven; and cybersecurity, privacy andresilience. Meanwhile, ODRA assesses Vietnam’s open datapolicy through evaluating eight different dimensions ofleadership; policy/legal framework; institutional structure;data within government; demand; citizen engagement; funding;and infrastructure.The DGRA chapter focuses on digitalgovernment, which is a core part of Digital Economy aspublic sector delivers information and services moreeffectively and make them accessible to its citizens.TheDGRA also measures the citizen’s demand for digitalgovernment services as well as integration andinfrastructure policies to delve deeper into theopportunities and challenges the country faces in itsdigital development journey. The assessment includes astep-by-step analysis of specific components of digitalgovernment and presents an action plan to address thechallenges identified for improvement.ODRA, the second partof the report, focuses on the country’s open data policy.Open data refers that the data must be both legally andtechnically open to public, thus placed in the public domainor under liberal terms of use with minimal restrictions, andthat the data is published in machine-readable andpreferably in non-proprietary electronic formats, whichenables everyone to access and use data with freelyavailable software tools.This report, bringing DGRA and ODRAassessments altogether, aims to help raise awareness ofdigital government and open data, two critical topics asVietnam prepares its next step for the fourth industrialrevolution (Industry 4.0). Further, it hopes to serve as auseful resource for the top government leadership inidentifying areas of relative strengths and weaknesses tohelp improve digital government and open data at the same time.
